You get the quest from the Ancient language specialist all the way at the end of the stone chamber (shot bearded guy). He will tell you to speak to Alustin the alchemist in Velia where you get the knowledge for free. You will get a quest from Alustin to go talk to the Chief of Velia. This is all there's to it. 
I did not see this quest pop up with any 15 or below level character (I was 33 when I decided to look into it), FWIW.

When i was there at Ranger 56 dont see Q but my Tamer 22 lvl see it.

You just need to tag all quests in the quest journal : "O" -> click "All" at the bottom of the window, and that's it
