This knowledge can be obtained by heating Bottle of Sea Water and getting the rare proc for Sun-Dried Salt.

Do you need to be a specific rank? Im Skilled5 and 380 bottles later still no Sun-Dried, only normal Salt.

I finally just got this knowledge after doing several bottles. I am level 61 and processing level is Artisan 6. Hope this helps anyone else trying for it.
