Description of the problem:

n "Quest requirements" it says "Level: 100+", but I think it's about level 10+, because no one has ever gotten that high level yet and the rewards for it are inadequate for that requirement.

Thanks for the report.
It's not a bug. Usually the devs are marking disabled quests this way. It exists in the client, but no one can get it due to the unreachable level.
