This quest has Level: 100+ in the Quest requirements section. This usually means that it's disabled in the game. So it's not a bug, but rather unused content, which is present in the game.

Вы правы, но такое название у данного NPC в игре. Т.к. данные берутся из игрового клиента, ждём, пока название не будет исправлено в игре.

There are two recipes for this item. One with Trace of Ascension and another with Trace of Hunting. Both should be working.

This is intentional to avoid very long tooltips. You can see the full list on the page of the ingredient, by clicking the Item group #XXXX link.

Please, give me a link to the quest in question. There are multiple quests with Helfende Hände in name.
