1.) See Lionel Richie in Glish (He's in the church across from the node manager)
2.) Get his Amity to 50 (Knowledge needed is Theology I, so it can be tricky)
3.) Accept the quest he gives (Remember to have all quests displayed, push O and it's the little button that displays all quests)
4.) The lady to complete the quest is a villager sitting on a well next to the trade manager (it's outside the yellow circle)
Note, the lady requires 3 energy to complete

To add, if you need this and don't have enough Theology or are too lazy for conversation mini-game; spamming F1 to 'Greet' the NPC will use 3 energy to get 3 Amity.

How come I cant get the quest I got all the amity needed but still wont give it to me ?

Its actually greater than 50, so minium 51..

Once you have the amity, you have to back clear out of the interactions with any NPC for any new quest or any new knowledge offerings to show.

It seems the lady to finish the quest appears only at day. She is missing when it's night, I can't find her anywhere.
